It was created to confine Japanese American men labeled \u201ctroublemakers,\u201d accused of dissent, resistance, or refusing to comply with their incarceration by speaking out.\n<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-3c5605d5 e-con-full e-flex e-con e-child\" data-id=\"3c5605d5\" data-element_type=\"container\">\n\t\t<div class=\"elementor-element elementor-element-33ced1e8 e-con-full e-flex e-con e-child\" data-id=\"33ced1e8\" data-element_type=\"container\">\n\t\t\t\t<div class=\"elementor-element elementor-element-3fea4ac4 elementor-widget elementor-widget-text-editor\" data-id=\"3fea4ac4\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p class=\"p1\">By 1943, more than 120,000 Japanese Americans had been <a href=\"https:\/\/quietamericans.com\/staging\/executive-order-9066\/\">forcibly removed<\/a> and incarcerated without charge or trial. Most complied, not because they agreed, but because resistance often brought consequences for their families.<\/p><p class=\"p1\">Moab formalized those consequences.<\/p><p class=\"p1\">Following the <a href=\"https:\/\/quietamericans.com\/staging\/manzanar-riot\/\">Manzanar uprising<\/a> in December 1942, the <a href=\"https:\/\/quietamericans.com\/staging\/end-of-wra\/\">WRA<\/a> repurposed the abandoned Dalton Wells Civilian Conservation Corps camp into an isolation center. The agency had already targeted Issei men it deemed \u201ccommunity leaders.\u201d Moab expanded that authority to Nisei, using Manzanar as justification.<\/p><p class=\"p1\">Most of the men sent there were never charged with crimes. Some had protested camp conditions. Others challenged the loyalty questionnaire. Some were simply outspoken.<\/p><p class=\"p1\">Compliance was no longer sufficient. Silence was required.<\/p><p><!-- \/wp:paragraph --><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-54dd6c8 e-con-full e-flex e-con The former CCC camp lay surrounded by desert and cliffs, far from population centers and difficult to access. Local history suggests the town\u2019s name itself reflected isolation. Early postmaster William Andrew Peirce reportedly believed the biblical land of Moab and this part of Utah shared the same quality: \u201cthe far country.\u201d<\/p><p class=\"p1\">When the first prisoners arrived, there were 16 inmates \u2014 12 Nisei (10 of them Kibei) and 4 Issei \u2014 guarded by 150 military police.<\/p><p class=\"p1\">Historians Bruce D. Louthan and Lloyd M. Pierson note unconfirmed reports that fencing was erected around the camp, though one inmate later said the landscape itself served as confinement.<\/p><p class=\"p1\">Joe Kurihara and Harry Ueno, both transferred from Manzanar, recalled the shock. Kurihara noted Moab was \u201cthe size of a single block at Manzanar.\u201d Ueno described it as nothing but sagebrush in every direction \u2014 no trees, no shelter, no sense of scale.<\/p><p><!-- \/wp:paragraph --><\/p><p><!-- \/wp:paragraph --><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-2849135 e-con-full e-flex e-con e-child\" data-id=\"2849135\" data-element_type=\"container\">\n\t\t<div class=\"elementor-element elementor-element-72d17798 e-con-full e-flex e-con e-child\" data-id=\"72d17798\" data-element_type=\"container\">\n\t\t\t\t<div class=\"elementor-element elementor-element-30797167 elementor-widget elementor-widget-text-editor\" data-id=\"30797167\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h4 class=\"p1\"><b>Best and Frederick<\/b><\/h4><p class=\"p1\">Raymond Best served as Moab\u2019s WRA project director (and later became director at Tule Lake). Accounts of his leadership vary. Kurihara later described Best as the most reasonable WRA director he encountered. Ueno recalled something very different, citing a threat delivered as a reminder of isolation: \u201cAnybody could die in here, and they will never find his body.\u201d<\/p><p class=\"p1\">Much of the day-to-day authority fell to Francis Frederick, a former Alcatraz guard. Frederick was known for deliberate provocation.<\/p><p class=\"p1\">In one documented incident, he imposed a cruel regulation to incite protest, arrested those who objected, presided over their hearings, sentenced them to three months\u2019 confinement, then rescinded the rule.\u00a0Those arrested were transported on the back of a flatbed truck inside a sealed box with a single air hole. It was created to silence. And for many men, it succeeded.<\/p><p class=\"p1\">Moab closed in April 1943, replaced by the larger Leupp Isolation Center in Arizona. Many were transferred to <a href=\"https:\/\/quietamericans.com\/staging\/tule-lake\/\">Tule Lake<\/a>, where conditions hardened further and citizenship itself could be stripped away. Moab existed for less than a year.\u00a0<\/p><p class=\"p1\">In 1994, historians Bruce Louthan and Lloyd Pierson, working with the Utah Division of State History, successfully nominated the Dalton Wells CCC Camp\/Moab Isolation Center for inclusion on the National Register of Historic Places.<\/p><p class=\"p1\">Although the site was added to the National Register of Historic Places in 1994, it has no official federal marker.
