The questionnaire was confusing, coercive, and laced with double meanings. Two questions in particular \u2014 Questions 27 and 28 \u2014 created mass confusion and fear:<\/p><ul><li class=\"p1\">Q27 asked if men would be willing to serve in the U.S. Army.<\/li><li class=\"p1\">Q28 asked everyone to \u201cforswear allegiance\u201d to the Japanese emperor \u2014 even if they never had allegiance in the first place.<\/li><\/ul><p class=\"p1\">Answering \u201cno\u201d \u2014 even out of protest or for practical reasons \u2014 branded someone \u201cdisloyal.\u201d The government then began separating these <a href=\"https:\/\/quietamericans.com\/staging\/no-no-boys\/\">\u201cno-no\u201d respondents<\/a> from the rest. Roughly 6,500 so-called \u201cloyals\u201d were transferred out of Tule Lake to six of the other camps.<\/p><p><!-- \/wp:paragraph --><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-4469e82e e-con-full e-flex e-con e-child\" data-id=\"4469e82e\" It became overcrowded, over-policed, and deeply unstable.<\/p><p class=\"p1\">The government fortified Tule Lake like a military base:<\/p><ul><li class=\"p1\">Barbed wire fences were raised taller<\/li><li class=\"p1\">Guard towers increased from 6 to 28<\/li><li class=\"p1\">1,000 military police with tanks and armored cars were stationed<\/li><li class=\"p1\">A stockade \u2014 a prison within a prison \u2014 was constructed inside the camp<\/li><\/ul><p class=\"p1\">Anyone who resisted \u2014 even peacefully \u2014 risked being thrown into solitary confinement without due process. Further fueling the unrest was the fact that nearly one-third of Tule Lake\u2019s population consisted of \u201cloyals\u201d who just didn\u2019t want to leave when segregation was enforced. The resulting tensions were explosive.<\/p><p><!-- \/wp:paragraph --><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-1170d54e e-con-full e-flex e-con e-child\" data-id=\"1170d54e\" data-element_type=\"container\">\n\t\t<div class=\"elementor-element elementor-element-124d12a1 e-con-full e-flex e-con e-child\" data-id=\"124d12a1\" data-element_type=\"container\">\n\t\t\t\t<div class=\"elementor-element elementor-element-4d182b4a elementor-widget elementor-widget-text-editor\" data-id=\"4d182b4a\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p class=\"p1\"><b>Best wasn\u2019t the best<\/b><\/p>\n<p class=\"p1\">Despite the conditions, Tule Lake became a center of resistance. Incarcerees organized protests, strikes, and petitions. They were fed up \u2014 not just with imprisonment, but with having their loyalty and humanity constantly questioned. Raymond Best, appointed Project Director on August 1, 1943, did little to de-escalate.<\/p>\n<p class=\"p1\">When tensions rose, he called in the army. When laborers went on strike, he brought in outside strikebreakers from other camps, who, in two days, earned what Tule Lake workers made in a month. Chaos, confusion, and resentment only deepened.<\/p>\n<p class=\"p1\">A number of incarcerees even renounced their U.S. citizenship in protest \u2014 decisions that many later sought to reverse after understanding the emotional and legal consequences. It took some of them 14 years of legal battles to restore their American citizenship.<\/p>\n<p><!-- \/wp:paragraph --><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p class=\"p1\"><b>A legacy of the maximum internment camp<\/b><\/p><p class=\"p1\">Tule Lake was the last of the ten WRA camps to close, in March 1946. It remains one of the most emotionally charged and misunderstood chapters of the Japanese American incarceration story.<\/p><p class=\"p1\">But it was also a place where voices rose, solidarity formed, and the truth refused to stay silent \u2014 even behind barbed wire.<\/p><p class=\"p1\">It was the largest of all the camps, not just in population, but in scale and infrastructure. Despite all its tensions and issues, Tule Lake boasted: a furniture factory, a tofu factory, a hog farm and slaughterhouse, a bakery that produced goods for the camp, a beauty shop, fish store, funeral parlor, and shoe repair shop, multiple cooperative stores, eight Buddhist temples and three Christian churches, four judo halls, and vast agricultural fields that helped feed not only Tule Lake, but other camps as well.<\/p><p class=\"p1\">It was perhaps the most intense Japanese American incarceration camp during the war. The home of the most misunderstood.
